The Chesapeake Stormwater Network is pleased to announce the release of the first video in our three part instructional video series on Low Impact Development construction, installation and maintenance:
A Guide to Proper Construction Techniques for contractors, local governments and involved homeowners. This video exhibits sound construction practices and the importance of following proper construction sequence to ensure that the LID practice functions as designed. Specific procedures and issues covered in this video are relevant to a number of common LID practices including bioretention, dry swales, surface sand filters and vegetated swales. The target audiences for this construction video are individuals looking for information on how to properly install a BMP. In particular this video is tailored to landscape contractors and others who may be interested in expanding their business model to include LID projects. We will be offering this video in both English and Spanish and you can expect to see the Spanish version later this year. Please feel free to share this video with your colleagues or anyone else who may benefit from viewing this 15-minute video. These videos were produced by the Center for Watershed Protection in cooperation with the Chesapeake Stormwater Network with funding from the National Fish and Wildlife Foundation and additional support from Walmart and the Keith Campbell Foundation. This video series is part of a larger effort that CSN is working on to develop new training resources on LID Construction, Installation and Maintenance. TDEC Construction General Permit EPSC Inspections
Good Morning,
If a project is required to have a TDEC Construction General Permit (any project disturbing more than one acre or a construction site that is part of a permitted project) the developer is required to perform routine Erosion Control and Sediment Prevention (EPSC) inspections.
TDEC is now requiring all EPSC inspections to be documented using the attached form.
County stormwater inspections do not include checking to see if the TDEC required paperwork is up to date because it is not something we regulate. If the TDEC inspector checks your site and the required paperwork is not as it should be, you will get a Notice of Violation and you may get a fine.
If you have any questions, I would be happy to discuss the requirements with you. If enough people contact me, I will try to arrange a short presentation at the next HBA meeting.

We will be watching for these beginning right away. It will not be a ‘non-compliance’ immediately but we should be seeing this at every permit site by Thanksgiving.
Please make a point of having the new forms available for your staff people and help us get the word out.

New Permit for small MS4 Permit
The requirements of the Small MS4 Permit issued to the County on October 1, 2010 are now in effect for all development and construction that disturbs 10,000 square feet or more of soil. I have attached the new permit to this email.
We will also begin enforcing the requirements of the new CGP when it is approved. The approval is anticipated for April, 2011.
